удалил скачал, не помогло, установил стим в папку на другой локальник скачал кс, не помогло, единственное в конфиге может что то есть? я смотрел ниче плохого не увидел!

удалить и скачать сначала?
при удалении в стиме, в твоей библиотеке сохраняеться все файлы(измененные и нет) кароч если сломал советую стим полостью удалить( со всеми папками и библиотеками) с компа и заного
